In it's second Carbon Budget, the Welsh Government called for every business, public body, community group and citizen in Wales to embed the climate emergency in the way they think, work, play and travel.

The Welsh public Sector has been charged with becoming Carbon Neutral by the end of its third Carbon Budget, in 2030. 


Suppliers to the sector must be seen to be making real efforts to set themselves on a carbon reduction pathway to maintain their supplier status.


Suppliers are known as 'Scope 3 emissions' and are the hardest emission set for the Government to  understand and manage.


In it's strategic Plan, the Welsh Government stated that "Emissions from the provision of these goods and services make up almost 85% of our baseline footprint" and that "Our vision is to only contract work with suppliers who endorse net zero and embed decarbonisation in the delivery of their goods and services."

In the Welsh Governments Strategic Plan, the Government state that;  "For any organisation, it is very difficult to entirely remove all emissions. We recognise that some residual emissions will remain part of our footprint in 2030, even after all the initiatives have been implemented. These emissions will be unavoidable and will need to be offset"


Carbon offsetting is a broad term that refers to activities that reduce or avoid carbon emissions, or increase carbon storage to compensate for emissions that occur elsewhere. We recognise that absolute zero emissions by 2030 is not realistic and a level of neutralising through GHG removal offsets will be required to reach our net zero ambition.

In the Pembrokeshire County Council 'Action PLan towards becoming a net zero carbon local Authority by 2030', the Council stated that "Because one unit of CO2 has the same climate impact wherever it is emitted, the benefit is the same wherever it is reduced or avoided. Achieving verified carbon reductions could include protecting rainforests in South America or, potentially, local tree planting"
